1. Navigate to the 'Menus' section.

2. Access the 'Manage' panel to view and control all your existing menus.

3. Click ' + New' to start creating a fresh menu structure for your website visitors.

4. Give your menu a descriptive title that reflects its purpose on your site.

5. Enter a clear name that visitors will recognize. Create a system identifier that Joomla will use to reference this menu.

6. Add optional details about this menu's purpose for your team's reference.

7. Click 'Save & Close' to store your new menu configuration and return to the menu manager.

8. Your new menu should now appear in the selected module position on your site.
