1. Click on the gear icon in the upper-right corner of the screen.

2. Select 'System' under the 'Jira settings'.

3. In the left-hand menu under 'Security', click on 'Project roles'.

4. On the 'Project Roles' page, you will see a list of existing roles.

5. To create a new role, go to 'Add Project Role'. Enter a name for your new role.

6. Provide a brief description of the role.

7. Click the 'Add Project Role' button at the top of the page.

8. By following these steps, you can create and manage custom roles in Jira, allowing you to better control user access and responsibilities within your projects.
