Go to the 'Create' tab on the ribbon.
Select 'Form Design' to create a blank form.
Go to the 'Other' tab in the 'Property Sheet'.
Set the 'Modal' as 'No'. This ensures the form does not block interaction.
Set the 'Pop Up' as 'Yes' to keep the form on top of other windows.
Click the save icon to save the changes.
